What is this growing on my basement wall? Its only in one area, just below the basement window outside of which rainwater tends to pool for a while after it rains. I thought it was efflorescence because it formed the first time through the purportedly mold and mildew proof paint. I washed and scraped the area then repainted with the waterproof paint again. It looked good for about a week and then the yellow-ish color of this stuff started showing through the white paint. Shortly after, small bumps behind the paint started showing up again and now some of them have pushed through the paint once again.
