In terms of background, I purchased the house in Aug 2018. It is a 19 year old house. The basement was partially finished. We decided to demolish and create a new one. After removing the walls we found some efflorescence and a couple of spots that appear wet. I consulted with a lot of waterproofing companies that recommended an interior French drain. There is a one inch gap between the wall and floor all around the inside of the basement. The quotes came to $8k to $15k for a 160 linear feet interior drain. I was recommended in several other forums and my research to first take care of a few things outside. So I did the following a) graded the soil around the house to slope down b) install downspout connectors and submerged them underground to carry water 25 feet away from the house and c) installed window well covers.
However I still see the two spots wet. I went today and applied a hair dryer to the two spots and it drained the water completely. See pics posted at http://imgur.com/gallery/qHU73uU. However the water comes back after some time. I believe on the two locations I have shown on the picture there could be a leak. I ran my hand through but am unable to find the crack. In this situation how do I apply hydraulic cement to seal the crack and has anyone had negative experience after applying the cement?
The basement companies are telling me it is a temporary fix and the permanent fix is interior French drains. I have done all I can externally. There is nothing more I can do outside. I spoke to my home inspector who says all the exterior stuff I have done needs time to work. He is recommending me to wait another month to give it time for the existing water to dry and then apply Drylok. When I asked him whether this is temporary like what the basement companies are telling me, he is saying it is not because I have stopped water from entering through the actions I have taken externally and now I just need to give it time to dry to check if the external solutions are working.
Can you recommend how and whether I should apply the hydraulic cement now?
