Question about hot water heater

Ok im going to do my best to explain this.

The water heats up fine, but if it's been a while when you take a shower or use hot water no matter how high you turn the handle it's warm at best. The next time you use hot water it is as hot as you would expect

Then when it's been a while again, the water only warm again

Is there a problem with the hot water heater and is there something I can do about it.
