DIY-ing my basement flooring, advice on what to use as an underlayment to fill a 1" gap between moulding and concrete subfloor?

Hello! We are replacing carpeting on our basement apartment with vinyl planking, and are planning to put a vapor barrier down, but because there was carpet with padding before, I am concerned we will be left with a gap between the current moulding and the floor. Does anybody have a suggestion for something we could add to the subfloor that would be waterproof and help raise the floor roughly 3/4 inch? Thank you for reading. :)
