Not getting hot water in second floor bathrooms.

I just got a brand new Rheem hot water tank in February of this year. I the temperature control on the module is set to about 75% of it's max heat. We get pretty good water in the basement and main floor, but the second floor bathrooms only get warm-lukewarm water. We had a plumber take a look and he said the blend valve was "stuck" because of some spring and had to be replaced along with the small section of pipe next to it because he claims it was assembled incorrectly. He wanted $650 CAD for the work. I paid for the consultation and sent him on his way. Do you guys have any other ideas of what may be the issue or what that kind of work would cost? I'm not going to work on it myself but I'm just looking for see if this checks out. Oddly enough, my washer doesn't seem to was with cold water even if you select that option (and it's located in the basement, right next to the water heater tank).
