Mid-Project Help: Staining Deck

In the middle of a deck staining project. I successfully power washed the whole deck, and now I have two questions before proceeding... First, there is still some dirt, grime, and algae in the wood. Any help on getting that up before staining? Second, there is a section with some unknown substance (not sure if its paint, tar, etc) -- but it won't come off with the power washer.
