Fixing a dripping tap that is stuck

Hi all, im trying to fix a dripping tap but i can not get it apart to change the washers etc.. We recently bought this place, so we did not install the taps and i haven't seen any like this before and a bit of googling didn't get me very far either. The bathroom was redone about 5 years ago, so i assume its not super old fashioned or anything. I live in Australia if that helps...

hoping the good people of WP can shed some light on the issue :)

Basically, I can get it apart to the point shown in the pictures (https://imgur.com/a/K60WOyk ) , but I don't seem to be able to access any washers. I am used to the taps with a spindle that can be taken out but this doesn't seem to have anything like that (that is obvious to me). I seem to be able to turn the stem and tighten it / loosen it like turning the water on and off, but i can't make it tight enough to stop the dripping.

After googling, i can tell i have a mixer tap i think, but with two taps not one (you can see the pipe in one of the photos) if that helps. As a result of the copper pipe, i am hesitant to put to much pressure onto the spanner when trying to take things apart as the whole lot move together, so when i move the tap, the copper pipe also moves, so it could bend if i'm not careful. I have put some wd40 on there as well, no help yet...

apologies, this description may not be very clear, let me know if you have any ideas though please :)
