Resurface or rebuild deck? It's massive, but the pressure treated framing/joists/foundation is already 30 years old

Before paying a professional to inspect it, is there any surefire way to decide if I need to completely replace the framing?

It's massive, at least 6000$ in materials to resurface, so I'm hesitant to put a 25-30 year effort on an already 30 year old foundation. The surface I'm told was plain cedar, never properly sealed, lasted nearly 25 years of Pacific Northwest rain before anybody's foot broke through it. The surface is mainly rotted by spillage from the eaves, with a few soft spots elsewhere.

A pine tree clogged board gaps, so drainage was an issue with the surface rot. I'm told contractors who have been through for other projects in the past commented that it's *too level*, which is an issue for drainage and trapping moisture along the house. I'm told by the previous owner that it was built with spacers in the lag bolts to hold the Ledger away from the wall for that reason, and I've seen the ledger area under the eaves stays remarkably dry even in a storm.

What's accessible through what's torn up seems to be untouched by the rot. The joists feel and look solid, and the construction is still level with no shifting or anything sketchy. There's little here in the way of code, didn't even require a permit, but was built with the help of someone who had experience.
