Repainting bathroom, uncovered unusual base layer - perhaps epoxy?

I'm refinishing a bathroom in a house built in the 40s. It's a bit unusual, the interiors and exteriors are all made out of heavy plasterboard (possibly gypsum/early sheetrock) then coated with stucco/concrete. Previously, this wall had wallpaper on top of two coats of paint, which I'm assuming is lead, based on the flakiness and pealing. As I removed the paint with a scraper, this old yellowed material came into the light. It's smooth to the touch, fairly thin, and rather difficult to remove. I can only get it off by gouging the plaster/stucco off, and the white spaces in the above photos were discovered, not intentionally created. I applied some Jasco and it seems to remove some of the yellow material; sanding didn't have much of an effect on roughing up the surface either.

Could this be epoxy, or epoxy based paint? Might it have been added to protect the walls from moisture and humidity? My plan was to remove the flaking paint, then use mud/filler to fill the holes and smooth the wall, then paint with latex paint(with builtin primer) but now I'm afraid this will not stick well to the yellow material. I'd rather not have to remove all this..whatever..it might be if I don't have to. What's a better way?
