Basement first steps?

I haven't been able to nail down exact info here but I need to know what needs to be done in terms of preparation on the concrete walls of my basement. I live in a townhome so the exposed walls are shared with my neighbors to either side. Do they need insulation? Special insulation? The walls that are underground and in contact with the dirt came with an insulation and plastic over top nailed to the walls. Thanks
