Is it very common for non-kitchen built in cabinets to NOT have a toe kick?

I'm designing some built in base cabinets and above shelves for a dining room, and there's a pesky vent in the baseboard that I need to go around, but if I have the toe kick start at the point where it ends, which is 19" out from the wall, and THEN go 3-4 more inches for the toe kick, I'm afraid they are going to take up too much space and basically be kitchen sized cabinets.

Is it very common for cabinets not in the kitchen to not have a toe kick? I mean the reason they are in kitchen cabinets is because you're constantly standing over then doing tasks, and you wouldn't be in the dining room where they just have pictures, books, and knick knacks on them.
