DIY Couch Repair - Have a materials question - Part of the springs

Everyone's kids jump on the couch, and this cheap one gave out relatively quickly over a year ago. There is really only one out of 3 seats that are comfortable now, and laying on the one side gets you poked by the wooden frame. I was cleaning underneath and inside the couch today, and the bottom liner was already ripped anyway (again, kids...) so decided to take a peek. Nothing wood is visibly broken or off or missing fasteners. The only thing I noticed is what is in the above linked picture, the wire wrapped in paper that runs horizontally. It seems to be broken in many places, and from the looks of it is supposed to run the whole length of the couch attached to all the springs.

Anyway, with a decent idea of what it's purpose is and how it attaches, I figure this should be a relatively easy one. The wire seems to be around 1.5mm thick, and surprisingly brittle when I pull at one of the broken pieces. It snaps right off. Is it supposed to be tightly fastened to the springs, or more loose so they can ride along the length of the wire depending on where and how much they are loaded? the paper has to be on the wire for a reason, maybe to keep it from squeaking or even to allow it to slide? I was originally thinking to just attach it tight with some thin steel cable, but then started to think if it required to be loosely attached and wear over time.
