Best Way to Make a Swivel or Swing Out Arm/ Wall Mount?

I want to construct a swivel or swing out arm that pulls out and that I can mount to the wall. I need it for a small mirror but I can work through how to mount the mirror if I can first figure out the arm design plans. I just need suggestions or direction because my research hasn't come up with anything workable. I'll try to keep to bullet points so the information is easier to break down.

Project: Construct a pull out swivel arm or a swing out arm of some kind to mount to a wall. Materials / Design: Any materials that can get the job done. I really need more function than aesthetics.. Requirements: Needs to be able to either pull out or swing out so that when not in use, it can rest flat against the wall. Wall Info: 3/4" Thick Plaster Wall

Edit: I know I can buy a TV mount but I was hoping to learn to make one so I can use it for other projects. Also the advantage of diy-ing is that I can measure it to the length I need.
