I'm looking to make some shelf brackets out of standard copper pipe, what material can I put inside the pipe to strengthen it?

I want to make some shelf brackets out of standard copper pipe, but I want a little strength to them. Just a little, so I can ensure its not going to drop say a small potted plant. I was thinking about either wood dowels or pvc rods inserted inside the pipe. What do you all think?
