Oil over Stain? Slip proof Paint?

I used deck and fence stain on my porch deck and stairs. Since it gets snow and ice I know now that it doesn’t hold up very well.

Think I should paint it? I scraped the loose stuff off and some of the boards are down to the wood and some sections still have some stain

If I paint it, I’ll need to prime it first — should I use oil base primer ?

It’s 1”x3” tongue and groove boards

Also is it ok to add sand to the paint so stairs are not slippery. (We are old)
