An electric Tool for Sanding Paper and Card

I have a lot of paper that needs the surface dry cleaning to remove years of dirt. I have done it by hand but have developed RSI. Is there a tool I could use. Each piece is about A4 and similar to old news paper.

I was thinking something like a Dremel with a rubber tip of some kind.

Any suggestions are welcome. What I want to do is reduce the amount of manual scrapping and cleaning by using an electronic hand held tool. So far I have tried and electric tooth brush but with almost no success. Are their any clever DIY folk who can give a real practical solution?
